Celia Bell

Celia joined OUI in 2024 as Senior Investment Manager. Her role involves helping new companies spin out of the University, as well as managing a portfolio of existing spinouts and making follow-on investments. Celia represents the University on the boards of several spinout companies.

Before OUI, Celia was at Deloitte Ventures where she was responsible for identifying and launching new product ventures, predominantly in health tech and legal tech. Previously, Celia was an early hire at Cipher.ai, a VC-backed patent analytics startup acquired by LexisNexis, and at the Science & Technology Facilities Council where she commercialised space engineering and particle physics research via spinouts and licensing deals.

Celia holds degrees in biochemistry and biological sciences from London and Oxford. Before hanging her lab coat for good, she studied the population genetics of giant deep-sea Antarctic crabs and spent several months on a commercial fishing boat in the Southern Ocean.
