Celia Bell

Celia joined OUI in 2024 as a Senior Investment Manager. Her role involves helping new companies spin out of the University, as well as managing a portfolio of existing spin-outs and making follow-on investments. Celia represents the University on the boards of several spin-out companies.

Before OUI, Celia worked at Deloitte Ventures where she worked with the wider business to build, launch and scale new product ventures, predominantly in health tech and legal tech. Previously, Celia was an early hire at Cipher, a VC-backed IP analytics startup acquired by LexisNexis, and at the Science & Technology Facilities Council where she commercialised space engineering and particle physics research via spin-outs and licensing deals.

Celia holds degrees in the Life Sciences from London and Oxford. She also studied giant deep-sea crabs and spent two months abroad a commercial fishing boat in the Southern Ocean collecting samples.
