What impact means to us

At OUI, impact is our ‘why’: it’s the reason we do what we do.  

The impact story begins with the University of Oxford. As one of the world’s leading research universities, its work is driven by a desire to improve lives and help address global challenges. Our role is to make sure that its innovations reach the world.  

By turning ideas into companies, partnerships and practical solutions, we help create jobs, attract investment and contribute to economic growth – supporting the UK Government’s ambition to place innovation at the heart of its growth agenda. 

To date, our work has supported a diverse range of ideas from mental health therapies to student-led ventures tackling global challenges, to technologies advancing the energy transition. And every idea we support connects directly to our Vision: a better future through innovation from the University of Oxford.

Our Theory of Change methodology

To ensure we understand, design, and evaluate the journey from knowledge and research to lasting global impact, we use the Theory of Change methodology. This structured approach helps us clarify how our day-to-day activities enable real-world change – whether social, environmental, or economic.

Inputs are the world-leading knowledge and research from Oxford University; Activities are how OUI transforms that knowledge and research into opportunities; Outputs are new companies formed and technologies licensed; Outcomes are jobs created, investment attracted and global reach expanded; Impact is the meaningful change for people, planet and the economy

A clear example of the Theory of Change methodology at work is the Oxford R21/Matrix-M™ malaria vaccine. We helped researchers at Oxford University’s Jenner Institute to facilitate licensing agreements, which enabled development and large-scale manufacturing with the Serum Institute of India. Today, doses are being delivered across Africa, offering hope in malaria-endemic countries.  

How we measure impact

Each year, we survey our portfolio of companies to understand the difference they’re making. We ask them how their products and services are used, who they reach, and how they measure impact themselves. This helps us build a picture of innovation-led impact that reflects the realities of different sectors, applications and stages of growth.

Aligning with the UN’s Sustainable Development Goals (SDGs)

Our portfolio of companies collectively address all of the UN SDGs – a shared global framework adopted by UN member states in 2015 to achieve peace and prosperity for people and the planet. The 17 interconnected goals span areas like ending poverty, protecting the environment, improving health, expanding access to clean energy and supporting sustainable growth. 

They give us a consistent way to understand and compare impact across very different types of innovation. We ask companies which goals their work supports, alongside practical measures such as active users and the impact metrics they use internally.
